Uusi konsulttihankinta: Virtuaalinen alusta Alholmen Industrial Parkille

Pietarsaaren kehittämisyhtiö Concordia yhteistyössä Alholmen Industrial Park ry:n kanssa on avannut konsulttihankinnan virtuaalisen alustan kehittämiseksi AIP:lle. Alustan tarkoituksena on toimia viestinnän, markkinoinnin ja koulutuksen työkaluna, ja se integroidaan AIP:n verkkosivuille.

Alustan kehittäminen kuuluu Alholmen Circular Economy Platform (ACEP) -projektiin, ja hankkeen budjetti on kiinteä, 20 000 euroa (alv 0 %). Ratkaisun tulee sisältää muun muassa virtuaalinen AIP-kierros, tilastoja ja dataa, tietoa materiaalivirroista ja kiertotaloudesta sekä näyttelykäyttöön soveltuva kosketusnäyttöratkaisu.

Budget:

20.000 € (excluding VAT)

The budget is predetermined and fixed. Bidders are evaluated on the quality of their proposed actions in alignment with the objectives and deliverables outlined in the project’s work package.

Since this is a fixed-budget project, it is not permitted for bidders to include additional work that would result in extra costs beyond what is specified in the proposal.
The bid must be structured so that all required elements described in the procurement are included within the proposed price.

If the bidder has suggestions on how certain parts of the content could be prioritized or adjusted to achieve the greatest impact within the given budget, these recommendations may be included in the proposal along with a clear justification.

Assignment Overview:

Developing of a virtual platform for Alholmen Industrial Park (AIP) that showcases the industrial area, its companies, and sustainability initiatives through an interactive and engaging digital experience. The platform will serve as a communication, marketing, and educational tool for multiple stakeholders. The interactive solution must be implemented on the AIP website using ThingLink or an equivalent platform, and it must allow easy content updates via for example an Excel-based interface.

Content Requirements for Virtual AIP Platform:

The following content elements are presented in priority order, starting with the most important and moving to the least critical. This prioritization is intended to guide both development and potential adjustments within the fixed budget, ensuring that the core objectives of the platform are achieved first.

  1. Virtual AIP tour
  • Interactive tour of the industrial park.
  • Showing roads, entrances, parking etc.
  • Clickable buildings with company profiles and operational details.
  • Integration of historical context and future development plans.
  • Vlogs, articles, employee stories.
  • Links to company websites.
  • Data & Statistics
  • Visualized, up-to-date data on employment, economic impact, and logistics flows (rail, road, port etc).
  • Circular Economy Section
  • Material use and reuse, side-stream utilization and energy efficiency.
  • Visualization of material flows (maps or diagrams).
  • Case studies of collaboration projects.
  • Sustainability goals and metrics (energy use, carbon footprint, water consumption, circularity indicators).

Other Requirements

  1. Technical Requirements
  • Implemented using ThingLink or equivalent interactive solution.
  • Integrated on the AIP website.
  • Easy content updates via for example Excel-based interface.
  • Mobile-friendly and multilingual: Finnish, Swedish, English.
  • Exhibition Requirement
  • The platform must include a touchscreen-compatible version for use on a physical display at exhibitions and schools. The touchscreen must be freestanding (self-supporting) and have a minimum size of 25 inches.
  • Students should be able to navigate the virtual platform via touchscreen, exploring:
    • The Virtual AIP Tour.
    • Circular Economy visualization.
    • Company profiles and sustainability data.
  • Project Timeline Requirements
  • Kick-off Workshop for stakeholders
  • Meetings (Teams) with stakeholders individually for deliverables of materials etc
  • Mid-project meeting to review deliverables and progress.
  • Training for AIP on:
    • Updating content via Excel.
    • Using and managing the platform after launch.

Responsibilities

Developer:

  • Design, develop, and deploy the virtual platform.
  • Ensure integration with the AIP website and compliance with technical requirements.
  • Produce selected content such as images, videos, or other multimedia elements needed for the platform.
  • Propose how the budget can be allocated most effectively (e.g., for content production, technical features, exhibition setup).

Client:

  • Provide base content, images, data, and branding guidelines.
  • Review and approve all deliverables and budget allocation proposals.

Budget and Payment Terms:

Total budget: 20.000 € (excluding VAT).

Payment: 50% upon contract signing, 50% upon delivery.

Travel costs are not included or reimbursed.

Payment terms: 21 days.

Evaluation Criteria:

All submitted proposals will be reviewed subjectively by the representatives from HR and Communication team.
Each team member will assess the proposals based on their own judgment of how well the solution meets the project’s goals and requirements. The proposal that receives the highest number of endorsements (votes) from the evaluation team will be selected as the winning bid.

  • Key Considerations for Evaluation:
    • Compliance with technical requirements (ThingLink or equivalent, Excel-based updates, multilingual support, mobile-friendly).
    • Quality and creativity of the interactive design (tour, clickable hotspots, multimedia integration).
    • Exhibition-ready touchscreen solution (freestanding, minimum 25 inches).
    • Method of workshop and training sessions for HR and Communication teams.
    • Overall usability and maintainability.

Evaluation of proposals is made within the HR and communications team, and the decision of procurement and contract is made by the AIP board. 

Requirements:

Proposals in English, including credit ratings (for example Reliable Partner report).

Results produced during the assignment will remain the property of Concordia and AIP.

Concordia and AIP reserve the right to reject all tenders received. Concordia and AIP have the right to reject tenders that do not correspond to the invitation to tender, tenders that are deficient and tenders that do not contain the required information. Tenders submitted too late will not be considered. Tenders should primarily be prepared so that they do not contain business secrets. If the disclosure of business secrets is considered essential for submitting a tender, the business secrets should be dealt with in a separate appendix and mentioned separately.

The tender must clearly state what is included and which working methods the tenderer intends to use and what experience/references exist for the working methods. The tender must also indicate names on who will participate in which stages of the project on the part of the tenderer and what language skills these experts have.
